Ок, чтобы не быть голословным, ссылки для чтения. Там кстати, немало объяснений и о причинах того, что делается. В частности, говорят, что немалая роль в этих решениях отводится сохранению окружающей среды и пляжей, которые постепенно поглощает эрозия.

The Goa Coastal Zone Management Authority (GCZMA), on recommendations of the Goa water resources department (WRD), had issued directions delaying the setting up of shacks on beaches in order to "protect" the coastline from getting eroded.
In its order, the GCZMA had said that shack allotment should be delayed till mid-October to "avoid the disturbance of sand accretion and beach degeneration" caused by the movement of hundreds of thousands of tourists on Goa's beaches.

GCZMA had recommended to the tourism department to allow the erection of temporary structures only after mid-October, stating it would disturb the natural reformation of the sand on the beach after the conclusion of the monsoon season.

Following this recommendation, the tourism department deferred its earlier plan to issue licences by the end of September. The decision evoked a sharp reaction of protest from shack operators.

Look at the scenario -too many shacks and deck beds have clearly made it difficult for people to even walk on the beach, water sports jet skis roaring in shallow waters and posing a threat to the lives of swimmers, worse, leaving the sea-water smelling of kerosene or diesel, profusion of garbage, lack of changing rooms and toilets forcing tourists to urinate in public, like they commonly do near the Calangute Residency, etc.

Samuel said the government reduced the number of shacks in the policy because that was the recommendation of the GCZMA. Reportedly, the GCZMA has conducted a survey of the beaches and proposed reduction in the number of shacks based on the carrying capacity of the beaches.

The policy has brought in 10 per cent reduction in shacks on congested beaches along with allowing five deck beds per shack.

"There is 10% reduction in shacks in Calangute and Sinquerim and no shacks will be permitted on beaches identified as turtle nesting sites--- Morjim in North Goa and Agonda in South," Parrikar said, adding that after 6 pm there will be no music or bright lights permitted near turtle nesting sites.

This year 329 shacks will be allowed, of which 223 will be in North Goa and 106 in South Goa.
The policy also stresses that no foreigners would be permitted to work in shacks without work visas.

"Shack should be restricted to within 15% to 20% of the beach area and rest of the beach should be kept open for public," Parrikar said.

Кому на самом деле интересно, что там происходит, рекомендую почитать эти статьи, и подобные, которые несложно найти самостоятельно.

По мне - так обычная движуха, которая происходит у них каждый сезон. Каждый раз что-то меняют, каждый раз кто-то этим недоволен, каждый раз собираются что-то делать. По факту же, визуально в итоге почти ничего не меняется, именно как результат таких движений.

p.s. кстати, я немного ошибся до того стал искать эти ссылки. Судя по текстам, в этом сезоне действительно собираются уменьшить число шеков и лежаков, но как понимаю, не намного.
